What do skirts/dresses "say"?

To get sexual about the imagery (and I don't think this is the main message of skirts but it's there in the sexier ones) the skirt means there is nothing between me and what will devour me but my own clothes. So the skirts are aggressive not passive and submissive. But that's just me......we seem to have come to the conclusion that sex can be powerful. Surprise surprise.........
