No, Angie, it does not!

In the US, "Blowing off" can usually mean 'to vent'. i.e. - "I'm just blowing off steam."
It can also mean 'to ignore'. Have you heard the term 'ditching'? To blow someone off, is akin to ditching. You just leave them, ignore them, or abandon them.

There's no sex involved. (at least when I use the term!)
