Which way to measure for a bra?

Hi Ladies,
I did search here, but didn't find an exact explanation, or rather the explanation on which way is correct.
Do you measure for a bra size, using the "add 4" to an even number or 5" to an odd" or do you just take the actual measurement rounding up on the odd?
I have read that both are practiced, with more saying that the former is old world and doesn't apply so much any more, and that most new bras are constructed to take advantage of a direct measurement.
What have you discovered?
I am searching for forms at the moment and will be buying ther ones that give me the largest projection or cup size, but don't want to have a sagging bra. I did phone a bra specialty shop and will most likely go in for a fitting once I have the forms, but would like to know my band size first in order to select an appropriate form. They said that they do three measurements: under the nipple line, and they do add, the fullest part of the bust, and just under the armpit. She said that for me, she would take the just under the nipple line and under the arm pit and split the difference, but stressed that I will want a snug bra.
Just curious if here I cold end the debate, as I am leaning more towards the direct measurement.
