Targets, JC Penny, and Macy's seem to have skirts much to short for me. It appears you may have a good selection at these 3 stores at a reasonable price, good luck

Check out Old Navy online. They are going out of business and there are great bargains in skirts - all lengths.

OLD NAVY definitely has some cute pleated ones. Try GAP or GAP OUTLET also.
Do not think OLD NAVY is going out of business.
