You know it, Julie!
Here in Los Angeles, on Wilshire Blvd. I discovered one of those vents in the sidewalk where air blows upward. As luck would have it, I was wearing a soft, full skirt of lightweight material. And did the Marilyn Monroe thing right there! Blew my skirt up, so I had to hold it down. What fun! I must have walked back and forth across that thing about 4 times, until a little older man started watching me.

I could tell he was diggin' it, but at the same time wondering why a woman would enjoy doing it!

Most of my skirts are too tight the wind can't catch them. Not to mention, if the wind were to blow them up, it would be positively indecent!
However I do have a couple of things, one shiny burgundy nylon knee-length skirt and a long pleather sheath with side slits. I love dancing in them because of the way they feel slipping sliding & twirling around my stocking-clad legs.
