What are the two primary, natural substances that will grow breasts in men?

I will give the obvious answer: estrogen and extracts. Since men have naturally occuring estrogen, a hormonal imbalance in favor of estrogen triggers breast development.

Ponder the non-obvious answer.

Actually a good guess. Extra body fat contributes to the increased development of breasts.

Hint: the body blocks this substance from its normal effect by thinking the body has too much of this substance.

Ok, I went to sleep figuring this riddle would be answered in the morning. It's now morning and no answer. Are you hiding it? C'mon, please share with us.

It may be morning where you are when you wrote, but just dawning now where I live.

The second substance to cause breast development in men is:

Testosterone!!

That's right, good old male hormone testosterone.

When a male adds testosterone to his body (mostly by a gel rubbed on) the body "thinks" there is too much, regardless of the actual testosterone level. The body then starts a process called aromatization. This is the conversion of testosterone into estradiol, an estrogen extract. The estradiol has the effect of feminizing, including breast development.

Thus body builders who take testosterone to bulk up have breast development unless they also take anti-aromatic drugs to counter the conversion process.

In my case, the brain tumor knocked down my testosterone to the level of a normal woman plus raising the prolactin level to that of a lactating mother. Thus there was feminization, including breast development.

Then I went on hormone replacement therapy (HRT) for low testosterone. Even though my testosterone was very low, my body still aromatized a lot of it into estradiol, thus increasing breast development.
