Change a Letter #3 *LOCKED*

Can I just clarify something? ( please forgive me if I'm being particularly thick 
) When we change a letter is it acceptable to change the order of the letters to create the new word?
For example...Kay put 'hole' then Kandis has moved the e to the middle and swapped the o for another l....or she has replaced the e for an l then swapped the o for an e......is that acceptable and if not, do I have powers as Mod to dish out punishment to those that break the rules? I am sure there are other rule breakers on here, not singling you out Kandis, but I need to be clear of the rules before handing out punishment.
I see, from my understanding of the rules, that Kay, Lucy, Susan and Maria have got with the programme but am worried (just from observing this page...haven't gone back any further) about Kandis and Mindy's interpretation of the rules.
