No, I think the conversion box is being "pushed" from the Audio/Video Manufacturers. They're just not selling enough Plasma and Flatscreen TVs.

I wonder just how the manufacturers talked the Bush empire into mandating the switch or how much they donated to the his last re-election campaign. The result for them should have been a surge in sales of the new TVs and a real payday. They are all crying about the economony and slump in sales, so doesn't seem to be so if you can believe them. The switch to digital is 12 years in the making. From when they first pronounced that TV was going digital. So it was Clinton that set this in motion. The FCC mandated in 1997 the year I graduated high school that on Feb 17 2009 all TV's would be digital. So no one can not say that they did not have warning. Human nature being what it is a lot of people wait until the last minute.

Gaven's right. The issue is bandwidth. They are running out of room with the old analog signals, so this had to happen sooner or later. The developement of digital tv.s just made it possible. The emergency response people, police, fire etc have been salivating over some of that bandwidth and will be taking it over as soon as the switchover is made. This is actually a case of someone in the government acting with judgement and foresight. They are protecting infrastructure.
