In the UK, that would pretty much be on the level of a Private Eye cartoon. There's one of (50s-60s Prime Minister) Harold MacMillan with the body of a woman. Like you could buy it in the newsagents and read it on the train - popular culture, really.One of the pictures seized features Mr Putin in a nightgown, standing behind Mr Medvedev and stroking his hair, while the prime minister is depicted with a woman's body and wearing lingerie
And, in the Spitting Image TV caricature series Margaret Thatcher was voiced by a man. Actually her masculinity was even made a selling point about her - that she was "the best man in her cabinet".
That's what you get in a democracy that has self-confidence.

Any of it is tame compared to the usual rubbishings that the old National Lampoon used to dish out on a monthly basis. They were a horror to every President from Nixon to Clinton. UK libel laws are quite a bit to the right of ours, and there's still some reticence where the Royals are concerned, except when the press has been given a green light to trash someone like Diana or Sarah. Touch the Queen, and you're toast. The Nat Lamp routinely did things like showing Jimmy Carter engaged in sodomy with Brezhnev and a stereotypical Chinese or accusing a prominent clergyman of incest (won the court case, too). One of my favorites depicted an actor who looked like Jimmy Carter engaged in transvestism. The things it did with mere celebrities are nearly indescribable. Unfortunately, it couldn't survive bad management after a takeover and largely amateur competition from the Internet
The Russians are going through a political identity crisis. Immediately after the USSR collapsed, they went into a "Wild West" period, had a general breakdown, and are recovering from it. Let's see where they are ten years from now. They'll never be quite like the West, they have a different history to work with and are not any good at laughing at themselves.

I'm surprised that it made it to the gallery. It's pretty good art. The identity crisis referenced makes sense.
