Ok Karren, I am finally going to reply to this post. I seen it when you first posted it and said to my self "Now why did my wife tell me to do my eye liner like this". Because this is how my wife has me do my eye liner.
So I have been going to ask my wife and I finally did tonight. Doing lining the upper lid and the lower outer half helps to make the eyes seem wider and pull them out. And my guess is the for TV makeup they may even use a heavier coats to highlight the eyes even more. For me I know that a key to the look is to make sure to fade out the middle or it does look strange stopping in the middle.
There a many different techniques similar to this to give different looks, to highlight, accent, or draw attention from others. Professional makeup people know of these.

Well, Kimberly... I'm glad my wife doesn't help me.... She uses no liner and very little mascara!! I love to seperiment with eyeliner... All away around the eye, just the top, top extenede to the side.... the Egyptian look... top and bottom with the bottom above the lashes or below the lashes..... It's fun and each time i go out enfemme I try something new...
