Hi all,
Eureka,
I poked around a little and it seems that LeadAmerica is an organization (allegedly, a non-partisan one) that is geared towards real-life simulations rather than towards academic achievement. It basically sounds like a boot camp for eventual leaders. There are quite a few videos on YouTube where people share their experience of the conferences. Many seemed to enjoy it. At $2,000 to $3,000 a pop, they damn well better enjoy it!
Just Google LeadAmerica. Here are two sites you can check out:

Good luck!

My daughter got a couple of things like that, I think it was a different organization however. In general if they want large sums of money and you didn't initiate it you should check it out thoroughly. And if they are legit your guidance counselor should be pretty familiar with them.
