I'm sorry if it seems that I'm stealing someone else's idea, but I think I'm going with the hooker idea as well. I've never been out dressed as a woman "character", even back in the days when I was doing drag shows. For some reason, I have this desire to dress trashy, and I know that I can get reasonably trashy clothes for cheap.
I went shopping this morning after work, in search of a replacement pair of boots for work. After stopping at a couple of different stores, and being frustrated by either selection or prices, I went back to my favorite store, Payless. I found a good sturdy pair of black leather boots with two-inch heels, for $29.95. I lucked into a helpful salesgirl. She complimented my choice, and didn't say anything demeaning about me buying womens' boots. Shoe stores don't typically have any hard flooring, so as to not mark the soles. I asked if she had a hard surface I could test-walk on, because I hate loud shoes. She graciously allowed me a quick turn in their storeroom, and I was delighted to find my new choice to be quiet. I decided to buy myself another pair for fun.
Prior to this morning's purchase, all the shoes I've bought recently were open-toed: sandals, slides, thongs, etc. I wanted something with closed toes. I found the cutest boots: black, round toes, lace-up with a Velcro closure up top. They have 3 1/2-inch heels. They didn't have them in my regular size (11), so, for grins and giggles, I tried a pair in size 10. Surprise! They were cut a little big, big enough to fit comfortably. I slipped into them and took a quick turn around the store. Comfy and sexy! I started to get the germ of an idea for Halloween. "Now, those aren't going to be quiet, sir!" said the clerk. "When I wear these," I replied, "they're liable to be the quietest thing I'm wearing." I had fun.

It's a little grainy, because I took the photo with my scanner. A digital camera is another item on my want list, but I usually do okay with the scanner. Let me know what you think.
